How the size is reached
- Encode. The photo is saved as a JPEG at quality 0.92 and the saved file is measured.
- Raise quality. Under the minimum, quality goes up to 0.97, measuring after each step.
- Raise pixels. Still under, the pixels grow by the smallest step — about 10% at a time — measuring each time.
- Stop. The first saved file inside the band is the one you download; if none is, the closest one is shown, with the reason.
For a form with pixel limits as well as a KB band — an e-Visa photo, a recruitment signature — the photo for online forms page carries sourced presets and a crop frame.
What it will not do
- It never pads a file with comment segments or junk bytes.
- It writes JPEG only, because that is what these limits are written for.
- It does not promise a portal will accept the file; it shows the exact numbers so you can check.
